What is a waste tracking ID?
A waste tracking ID is the reference Defra's Report receipt of waste service returns when a receiving site reports a load. One ID per movement. It is the site's proof that the load was recorded, and a carrier can quote it. No ID means the receipt has not been filed.
Where the ID comes from
When a permitted site submits a receipt of waste — through API software or Defra's spreadsheet upload — Defra's service validates the record and, if it is accepted, issues a tracking ID for that movement. The ID is not chosen by the site or the software; it is generated by Defra and returned in the response. That is why it is worth keeping: it is evidence that Defra holds the record.
What it looks like
IDs issued by Defra's service are short alphanumeric references — nine characters in the records we have seen, for example 26SEY3EE3. Do not rely on the format staying the same; rely on the fact that Defra returned it.
One ID per movement
Each load that arrives at the gate is a movement and gets its own receipt and its own ID. A carrier bringing four loads in a day generates four IDs. If a receipt is corrected within the correction window, the correction is linked to the original record; keep both.
Why the site should store it against the load
An inspector, a customer or a carrier will ask the same question in different words: was this load recorded? The answer is the ID against the ticket. Good software stores the ID with the load's full history — what was sent, when, and what came back — so the answer is a download, not a promise. Waste48 only ever shows an ID that Defra actually returned: "filed" means filed.
What the carrier does with it
In 2026 the carrier has no reporting duty of its own, but the site's receipt names the carrier by registration number. A carrier can ask the site for the ID and keep it with its own transfer note as evidence that the disposal was recorded. When carriers start reporting in 2027, the ID is expected to be the link between the carrier's movement and the site's receipt.
What an ID does not do
- It does not replace the waste transfer note or consignment note while paper continues alongside digital reporting.
- It does not mean Defra has checked that the contents were described correctly — validation is against the rules for the record, not a physical inspection.
- It does not appear if the receipt was rejected. A rejected submission has to be corrected and resubmitted before an ID is issued.
