Is it really 48 hours? The two-working-day rule
Not exactly. The rule is two working days, starting on the day after the waste is received — so a load received on Monday must be reported by the end of Wednesday. Over a weekend that is longer than 48 hours; on a Thursday afternoon it can feel shorter. Waste48 runs the statutory clock, not a fixed 48; the name is a reminder, not the rule.
How the clock runs
The record must be submitted within two working days, starting on the day after the waste is received. Day one is the working day after arrival; day two is the day after that. The receipt must be in by the end of day two.

Working days are the ordinary weekday definition — not Saturdays, Sundays or bank holidays — regardless of whether your site opens on a Saturday.
Where sites fall over
Friday afternoon
Friday's loads are due Tuesday, which feels like plenty of time, so nobody files them. Monday is busy. Tuesday afternoon the pile is two days deep. The fix is a routine, not a reminder: the unfiled list is cleared before the site closes each day.
Counting from the wrong day
The clock starts the day after arrival, not the day of arrival. Counting from the arrival day makes you a day early, which is harmless; counting from the day you got round to it makes you late.
Thinking 48 hours means 48 hours
A load received at 8am Thursday is not due at 8am Saturday; it is due by the end of Monday. A load received at 5pm Monday is due by the end of Wednesday — not 5pm Wednesday plus a bit. Treat "end of the working day" as close of business, and file earlier.
Why the sensible target is "same day"
A two-day window is there to absorb a broken printer or a sick weighbridge operator, not to be used up every time. Sites that file each day's receipts before closing never think about the deadline again. The window is insurance; do not spend it.
Outages
The regulations make provision for outages beyond the operator's control: notify the Environment Agency as soon as reasonably practicable, keep a written record of the required information within the original deadline, and enter it into the system after the outage is resolved. Read regulation 6 of the SI for the exact conditions before relying on it.

What is the deadline for reporting a receipt of waste?
The end of the second working day after the day the waste was received. Monday's loads by the end of Wednesday; Friday's by the end of Tuesday.
Do Saturdays count as working days?
No. Working days exclude Saturdays, Sundays and bank holidays, whether or not the site is open.
Can I file a receipt on the day the load arrives?
Yes, and it is the simplest way to never miss the window.
What if Defra's service is down?
The regulations provide for outages: notify the Environment Agency, keep a written record within the original deadline, and enter it when the service is back. Check regulation 6 for the conditions.
