Hazardous and POPs on one item: the trap
A single item of waste can be both hazardous and contain persistent organic pollutants (POPs). When it is, the receipt must record both on the same item. Splitting it into a hazardous line and a POPs line is wrong and will fail. Get the item right and the rest of the receipt follows.
What POPs are
Persistent organic pollutants are chemicals that do not break down in the environment and accumulate in living things. They are controlled by international agreement and UK regulation. In a waste yard the common sources are upholstered domestic seating (older foams and fabrics treated with brominated flame retardants), some construction foams, and certain electrical equipment. Waste containing POPs above the thresholds must be destroyed, not landfilled or recycled, and the receipt must say it is there.
Hazardous is a different question
Hazardous waste is classified by its hazardous properties under the waste classification rules and carries a consignment note and code. A load can be hazardous without POPs (paint tins, asbestos), POPs without being hazardous (much upholstered seating), or both — and it is "both" that trips receipts up.
How the receipt has to say it

Defra's production-approval tests include exactly this scenario — a single item that is both — and require the software to submit it correctly. Waste48 passed it, along with the multiple-hazardous and multiple-POPs scenarios.
At the gate
- Treat upholstered seating as a POPs question every time. Domestic seating containing POPs is described as such and classified 20 03 07 on the transfer note; the receipt should say the same. If your site does not accept it, say so before it is tipped.
- Where a hazardous load also contains POPs material, record it as one item with both flags, not as a hazardous load with a POPs afterthought.
- Photograph what arrived. If the description on the note was wrong, the receipt reports what was received and the photo is the evidence.
Why the detail is the job
A receipt is a legal record of what your site took in. The Environment Agency will read it against your permit and against the carrier's paperwork. A receipt that is right on the difficult items — hazardous, POPs, both — is the receipt that ends the conversation with an officer, rather than starting one.

Is upholstered furniture hazardous waste?

What happens if I split a hazardous-and-POPs item into two lines?
The receipt will not validate as intended. Record it as one item with both flags and both sets of detail.
Does the site have to check for POPs itself?
The site reports what it receives. If POPs material is present and identifiable, the receipt should say so, regardless of what the carrier's note said.
